Section 1
All persons involved in criminal or civil proceedings shall have the right to legal representation.

If a person cannot reasonably afford an attorney, the government shall provide one where necessary to ensure fairness.

Legal representation shall be available during all critical stages of proceedings.

Congress and the states shall establish systems to provide access to legal representation.
