Section 1
Powers not granted to the federal government by this Constitution are reserved to the states or to the people.
Section 2
States retain authority to govern local matters consistent with this Constitution.
Section 3
The people retain ultimate sovereignty.
Section 4
This provision shall preserve the balance of federal and state authority.
