Section 2
Government records, reports, and proceedings shall be made publicly accessible unless limited for reasons of national security or personal privacy as defined by law.

No government entity shall conceal information from the public for the purpose of avoiding accountability.

Congress and the states shall establish procedures to ensure the timely release of public information.
