Section 1
All persons within the United States shall have the right to assemble peacefully for the purpose of protest, expression, or other lawful activity.
Section 2
The government shall not prohibit peaceful gatherings in public spaces except where necessary to maintain public safety and order.
Section 3
No person shall be punished for participating in a lawful assembly.
Section 4
Congress and the states may establish reasonable rules concerning the time, place, and manner of assemblies that do not infringe upon this right.
